I believe the folks that like a complaining [unset] like it because it
lets them more quickly and reliably detect when they've typo'd the
variable name argument(s) they pass to it.

That desire can of course continue to be satisfied with a complaining
[unset] dropped in to replace the built-in one only at the time when
the developer needs the crutch, and no longer for all Tcl scripts for
all time.
