TIP#413: YES.

It's one of the clearest-argued TIPs of recent years, and it will allow
us to revisit the decisions and their reasoning as necessary. It's a
shame it's so close to the end of the 8.6 cycle, but its impact on most
scripts is going to be... well, minimal so I'm not going to act to block
anything there.
