[TCLCORE] CFV: TIP #388: Extending Unicode literals past the BMP

It looks like discussions regarding TIP 388 stopped and no
new things came up. It's difficult to satisfy everyone: people
who want to limit the \U form to 6 and people who prefer
8 digits. My hope is that this TIP in its current form contains
a compromise which is acceptable to everyone.

This is a Call For Votes on TIP #388. This is about changing
the Tcl parser for making Extended Unicode Literals possible.
Actually handling Extended Unicode Literals is not handled
in this TIP, it's about parser changes only.
