From what you have said, it does look like in his case, he is invoking the X11 version of tcl, which does not have core foundation support, whereas in my case, I run the correct version of Tcl? Tk is actually a Tcl package, so when you are running with, you are actually running Tcl, the interpreter. How has your user installed Tcl/Tk?
