Using this function, it adds -encoding option to the [source] command and to the tclsh shell. tclsh accepts this option in two forms: "tclsh -encoding name file" and "tclsh -encoding:name file". The second form is very useful when the script begins with "#!/usr/bin/tclsh". It fills in the missing docs, and revises some ot the implementation a bit. Still could use more test cases in the test suite for the new functions.
