Initial Comment: The ::tk::PlaceWindow library function doesn't understand the geometry reported by Windows for a multiple monitor setup. In this situation, the geometry for a window position may be negative. For win32 with multiple desktops we cannot know in Tk the layout. This means we cannot check if a given placement will fall off the edge of the screen.
