[MACTCL] Tcl/Tk Mac application tutorial

Hi! I've written a little tutorial about making Mac application  
packages out of Starpacks.

Thanks to Kevin Walzer, whose own tutorial on application bundles  
provided the basis for mine. I focus on how to create a "hello world"  
Starpack application from scratch. It may be common knowledge to  
some, but as I've just been learning about Starpacks, I find the  
process of explanation helpful to my own understanding. Hopefully it  
will be helpful to others, too.
