Aqua is the official name of the Mac OS X UI look & feel http://developer.apple.com/documentation/UserExperience/Conceptual/ OSXHIGuidelines/XHIGPartIII/chapter_9_section_1.html it is used independently from the several toolkit choices implementing that L&F. I don't think the name is likely to change, but who knows. The OS has had a standard option to style widgets in gray instead of blue for a while, and this "graphite" style is still called aqua. FWIW, there is a precedent in Tk for the use of "aqua" to identify the Mac OS X native UI $ wish % tk windowingsystem aqua > Would the name of the toolkit make sense? We currently use an API collection known as "Carbon", but what is considered part of this is not very clear and more likely to change than the UI IMO, I'm not sure that this is really a well defined toolkit in your sense.
