[TCLCORE] core-8-4-6 tagged and ready for testing, 8.5a1 ready for testing (not tagged)

I have tagged core-8-4-6 and it is ready for testing.  The
changes were not as many as I would have liked, but for that I
hope it stays all the more stable.  Please do testing using
this on whatever systems you normally test on.  More than just
the test suite - try it on your apps to see that all is the
same or better.

For 8.4.6, I suspect there will be a few more OS X changes
that may go in and need to adjust the tag.  This is up to Jim
and Daniel.

8.5 is about ready for its first release as well.  I would
appreciate any testing people could do on these releases.

I will be away at FOSDEM from RSN through to Monday.  I will
look at whatever results come in then and hope to have both
of these out next week.
