#3740 clock format [clock seconds] -format %c may fail on Windows

Bug found on Windows XP SP2.
If you set your regional options to 'Portuguese', then the following command line:
clock format [clock seconds] -format %c
may fail with the following error:
bad format string "%c"

This happens when the result is too long, for example when the current day is a Friday in February.

    Zoincks! A buffer overrun! Fixed in 8.4; the relevant code no longer even exists in 8.5.
