file atime filename time does not work if filename has some special charracters such as accented ones

Example:
file atime mame 12345678 is OK. The acces time of mame is updated

file atime mamé 123456789 is KO. tcl says that the file does not exist

    This works fine on Windows for me with 8.4.17. Need more specifics to reproduce.
