I can't seem to figure out how to assign one task to be the prerequisite of another task. How is this done? Also, what happens when you try to 'Start Tracking Effort' on a task that doesn't have its prerequisites fulfilled?

Strange that the command you mentioned didn't work, but the most typical
way to make something a prerequisite is to go to the "prerequisites" tab of
the task editor.
I figured out that it had the hide inactive tasks filter on, and i hadn't made any active yet.
It appears there is nothing that prevents making a task active or tracking effort if the prerequisite has not been met. Is there a way to get it to do something like prevent it or pop up a warning that the pre-req has not been met yet?

No, there is not currently any warning about prerequisites not being met,
except that hiding inactive will hide them. You could add a feature request

Note - I just found the 'Create new task with selected tasks as prerequisites' ... but that does not seem to work.

No, there is not currently any warning about prerequisites not being met,
