#9 Will not start automatically

I'm totally failing to get taskblocker to auto-start at windows logon. Win10 v1607.
Settings as per attachment.
I have checked - it is in the start up applications list as 'enabled', and I have also set 'Run as an Administrator'.
Even maunally starting it seems to require 'Administrator' - it works fine if I start it manually.

Any suggestions very welcome.
I'm particularly wanting to use it to block Windows10upgraderapp.exe, because my old laptop will not run the newer versions of Win10.
