#97 Add an "Import AliasDevice" feature

On our beamlines scientists use a large number of attributes alias
They have done it up to now using the alias tab editing in the Attribute Configuration panel.

For large number (tens or more) of alias definition this is of course quite painful.

Would it be difficult to add a File sub item called "Import attributes aliases" ?

The file format could be as simple as
Tango attribute name ; attribute_alias_name

For example

ANS/CA/MACHINESTATUS/current; ans_current
