First Release! Network Engine Test Chat Client

Tangle has had its first release! The release is just a simple chat client designed to test the network engine, but the purpose of the release is to get people to have a play with it and try to break it, then submit bug reports. Feel free to look at the code and comment on it too, as it's my first attempt at writing a network engine. The code is written in C# using the .Net Framework v1.1.
