#36 flashing taskbar item

Add an option to make the taskbar button flash if there is new data.

For example, I'm using a maximized web browser and unable to see tail... also, I'm out of the room when the data arrives so I don't hear the beep. When I come back it would be nice if there was that color change with tail on my taskbar that usually means "needs input".
