#20 Monitor logfile directory

Similar to [ 949158 ] Support for "Rotating Logfiles",
it would be great to be able to have Tail monitor a
directory for OPEN files, and tail them.

If a file that was being tailed is CLOSED, Tail could
just close the log, or send a message (plugin).
