Commit [r2128]  Maximize  Restore  History

fixed localization check in ComputeOutput, but when run with the SmallStrainEnhLocT
element, it detects plastic loading, but the element.integerData does not save
kIsPlastic, and thus the tangent stays elastic and is not consistent; the stresses
are correct, but eventually it does not converge with further softening, and
localization is not detected because tangent is elastic

enhanced element works for DP model

standard small strain element works to detect weak disc cont bif localization in MR
model
