A special ability used by submarines which makes them
invisible to those not directly beside them, increases
their attack power, and consumes more fuel.
More generally speaking, we're going to need arbitrary units
to change to an arbitrary state instead of attacking on a
given turn.
Should everything be changable during a status change
(Weapons, Movement, Vision Range, Transporting)? If we want
everything to be changable, then it may be worth it to
create two seperate units with the ability to "change" into
different units.
Each unit would have an optional "morph" ability (that can
be renamed to say, "dive"), with a seperate unit definition
("dived sub").
Invisibility is a seperate issue and has been moved to 1040361.
