I see this both in JXL and Sixel output, but interestingly, it's seems door (e.g. side-scroller) and possibly host or OS dependant (e.g. see it much more on doors running on cvs.synchro.net/Linux than vert.synchro.net/Windows) though my local capture of the transmitted door frames never contain the tearing. Note: SyncRetro (through which the NES roms currently play) only support Sixel, I had just experimented with JXL output to see if the tearing still occurred, and it did.
Super Mario Bros seems to be best example of this, particularly in the lower brick walk way.

Sixel tearing isn't really a surprise, but JXL is.
It looks like GDI has no mechanism to avoid tearing.
