Key-repeat of arrow keys in Wayland mode sends digits to server

On Ubuntu 24.0, in Wayland output mode, if you hold down arrow keys or home/end keys, when the key repeat starts, the escape sequences for that key stop being sent and ASCII-decimal digits are sent to the server instead:
Home: 7
End: 1
Left: 4
Right: 6
Up: 8
Down: 2
Insert: 0
Holding down the DELete key ends up sending repeated '.'s.
