The C Toolkit includes a very old and out of date Palm client. I don't know of an open source version built on the toolkit, although some commercial products use it (or rather parts of it).
Sync4J has some Java source.
There was one other SyncML library, but I don't have a link handy, and I haven't heard of any activity recently.
