Many good Editors allow the splitting of editor-windows.
Then you have two (or more) views of the edited
document and can position them on separate portions of
the file.
TextPad and jedit allows splitting in horizontal and
vertical direction, many others (nedit, UltraEdit) allow
only split in vertical direction, which should be okay in
most cases.

Yes, this is in our todo list, but I simple have no time for all.
Workaround: you can open second view of same file, and tile
them horizontally or vertically. Yes, I know this is not what
    you want :)

How do you open a second view of the same file? I looked
for Duplicate, Clone, Split -- nothing of the like in 2.1 or
    3.0... please clarify?

In both versions: Window -> New window
But keep in mind, that it just copies text from current
    window into new one.

Yes, splitting window would be really handy when it comes
to make changes in two different parts of the same script
and you want for instance check that the changes are the
    same.
Workaround: copied the part needing double edition into,er,
Word, who does have an split window view, then copy and
    past back into SYN
