Add them to a separated level at the same elevation as the level where you want them to appear. Then you can make that level viewable or not. If you already drew your texts and dimension lines, cut them and paste them in that level.

Is there a way that it will be at the same level, Maybe using a plugin?
No a plug-in can't do that, and it's not a priority feature. Nevertheless, I keep this ticket open for future ideas...
I love the workaround but is has limited scope, ie with finished projects.
Scenario:
I have made a precision floor plan of my house on which has a ground floor and a first floor as most do. I have dimension lines al over the place because it is an old house with weird shapes and I did not have the blueprints to work from.
It would be useful just to be able to change the visibility of these assets as they don't always need to be shown and get in the way of things.
A toggle option in the menu would be great
