#1278 Plan background image opacity setting

It would be great to be able to define the opacity of the plan background image so that no external software is needed to adjust it and to adapt the opacity to the right stage of building the plan (stronger at the beginning, more and more opaque as work progresses). The feature would find its natural place in the "Background image wizard", for instance as an additional last step.
