I guess that it means that there is sometimes some static or another 
source of very strong audio.
Are you using discriminator output from the receiver, or do you use the 
normal (squelched) audio output?
The action of the squelch of the receiver could cause a large peak in 
the audio when it is badly designed.
If so, try to make a discriminator output connection, it is better for a 
lot of other reasons as well.
(you need to change the deemphasis setting in that case)
