Any suggestions? This sure sounds like a firewall issue to me. Are you sure that the IP address assigned to your Windows partition is the same as the one assigned while Linux is running? If your firewall port forwarding is set to the wrong IP address, you will not get the welcome message from the echotest, and your first outgoing packet will not return.
