#4 "Add More Family Member" link has wrong URL

How to recreate this bug:
1. Login using user account
2. Click on "Create a new client" link.
3. Scroll to the bottom on the page, and you will see a link that say "Add more family member".

When you put your mouse on the "Add more family member", you can see the URL is wrong. It should have the "~svdpweb" when we run it on our test server.
