One would have to include a 'written offer' or such. Beside that its a
difficult issue, since .xcf files often do not exist, ie. Layers are
created, but flattened before saving it to .png, no intermediate .xcf
is ever saved. It gets even worse if stuff is directly saved into jpg,
since you then not even have a loseless format. The GPL doesn't really
address this issue.
