I've looked into the slowdown command some time ago. AFAIR the semantics was to slow down the vehicle linearly to the target speed within the duration. After that the command had no effect any more, so, the vehicle followed the traffic model, again. I do not remember if the vehicle still obeyed safety constraints during the slow down. I don't know if the current version of SUMO still works like that. There was also a discussion on this list or the sumo-devel list about slowdown semantics. Maybe you can find it in the archives.
