This may well be impossible with SUMO unless you control the vehicles 
from "remote" (e.g. use TraCI). SUM itself knows four junction types
 - traffic lights 
 - priority junctions (one major, one miinor road)
 - right before left (one has to wait if there is one approaching from the 
right)
 - unregulated (the vehicles do not wait for one another which may lead to 
collissions!)
