Dear Sandra,

well, actually, no, I can not imagine that vehicles are not standing at red lights :-)
Could you send the example and name the junction in it?
There may be only one reason for this behaviour: the vehicles are not braking. Please check whether:
a) your yellow time is long enough for the lane's speed and vehicle deceleration
b) you have defined the phase so that vehicle must brake before a red traffic light.
