Dear Gloria, the only reason for not using the lanes is that the vehicles try to use a lane from which they may continue the route. When importing networks from OpenStreetMap, the connections between lanes are often not properly guessed - due to the very different kinds people are inserting streets into OpenStreetMap. The currently preferred solution is to edit connections by hand (see http://sourceforge.net/apps/mediawiki/sumo/index.php?title=NetworkImportXML#Connection_Descriptions) and giving them to NETCONVERT in combination with the OpenStreetMap network.
