Go to time in movie where subtitle should be displayed. Select subtitle and hit Alt-M.
(The shortcut can be changed via Settings -> Edit shortcuts -> Tab movie -> "Move selected subtitle...")
Alternative: Go to time in movie where subtitle should be displayed.

If I were to use the methods provided it would be slower than opening the subtitle file in Notepad++ and moving the individual subtitles around manually...

Why I need it - sometimes when I split subtitles, I forget to select the last subtitle that was created by the split. (having an option to automatically select the second resulting subtitle from the split is not an option, as sometimes I need to split the first (and the first result of split) subtitle again)
Sometimes I forget to select the second subtitle that was a result from the split. And I just repeated myself because I forgot I already wrote that. * sigh *
Because I have a previous subtitle selected, any newly created subtitles go after the one I have selected, but BEFORE the second subtitle outputted by the split.
Of course, the newly created subtitle has a later time than the splitted one that followed, which creates a whole slew of problems.
Because changing the subtitle "index" (position in the file and subtitle list) doesn't have custom buttons in the GUI, I have to result to rather obtuse keyboard hotkeys sometimes. I have been doing this for an insane amount of years and I have never managed to remember them, so using the keyboard hotkeys isn't a solution due to my faulty memory. As was proven earlier in this very post. :P

It is possible to make 'Insert Subtitle' somewhat more intelligent in the sense that it does not create overlap any more. Would that be usefull (next to the addition of the up/down buttons)?

Yes, I wanted to ask for that too, but I didn't want to pry, as I know you don't like adding settings, and the insertion of subtitle being automatically inserted at the correct spot (showtime-wise) might need one.
Because if for whatever reason (or format) it fails, and the user cannot disable that behaviour, then the user would be fucked. They would have to modify the file manually, without a guarantee that it wouldn't get screwed with again.
Not that it fails like that while sorting right now (at least for the configuration and format I am using), but as a worst case scenario, that would be a desk thrower. :D

Indeed. I was planning to add the timing corrective behaviour of 'Insert Subtitle' to the the alreading existing setting 'Errors and Info Settings -> Fix Overlapping Subtitles'. Somewhat similar to what I did for trimming and deleting leading '-' after divide lines.

Or it has a function that indeed some people might find useful - when I use the buttons to move the subtitles up and down in the subtitle list, the text is moved properly, but the time is not - the moved subtitle will acquire the timing of the subtitle that was previously in the same spot.
This might indeed an useful additional feature, but it isn't what I need. :p
The time needs to move as well for me.
Also - the state bar that shows the current subtitle index and the total number of subtitles doesn't update the current index correctly - it only triggers on saving the subtitle file

Until now I tought that you were using the "Insert Subtitle" menuitem to insert a subtitle and that one behaves different, it calculates times from the previous/next subtitle in the list.
So, attached a new testversion, where the times are also moved together with the texts.
p.s.: this also exists:
3.10 Sort
Sorts the subtitles according to their Show Time. To sort the subtitles, click the "Edit/Subtitles/Sort" menu ([Ctrl]+[Y]).
