Subtitle workshop v.6.1.x test 06 portable starts without problem.
No problem for me pressing OK exiting settings.
I am attaching a picture of how I use the program.
The menus: File, Edit - next to Help are not well positioned, because when the cursor goes to one of them, you can see how the last two letters of the corresponding menu go out of its frame.
Other: What I have circled with a red horizontal arrow - those squares there look too huge and out of proportion to anything else. I don't approve of them being so huge. On top, the buttons File, Edit - next to Help are small, simple and convenient, and the bottom line I'm referring to is huge, its dimensions are huge and everything there is in large squares - without the possibility to manually and personally reduce them and make them look like top row - small, simple and comfortable. I want an option to downsize them.

Both problems should be solved in the following official release, v6.1.9.
I made the menuitems somewhat wider to prevent characters go out of the selection frame, and I made the main toolbar also somewhat smaller. It is now more in line with the original design of the main window.
Again, I also could not reproduce the main menu thing.
Could you check if You can live with these changes?

I also performed the specific test you requested, it all seem to be normal.
v6.1.x Test 6 Portable starts, works and exits without problems.
I haven't done extensive work but I tried the basics, I changed some settings and then changed them back to my preferences, I created new subtitles and modified some old ones, everything worked OK.
Regarding seagate's comments:
In the image below is how SW looks like, the way I use it. In the first row, File, Edit, View etc are being displayed OK. Even when they are selected, no letters get cut off. I tried font sizes from 9 to 14 (Look--> Program), no cutting off occurred.
Could it be related to the Windows version? I see different style in the bars and the buttons. Mine is Windows 10 64bit.
As far as the buttons' size in the second row, mine look a little bigger than seagate's. They are not square, the height is larger than the width.
Personally I like big buttons because it's easier to hit them with the mouse (especially when the cursor speed is set to max, like mine...), so I preffer them this way. I don't think they are too big, it's probably because the icons are small and that makes the buttons seem bigger. But it's up to you.

Again, I also could not reproduce the main menu thing that Seagate saw.

The program starts correctly. I haven't transferred the settings, but I took a picture to show how I use the program - Subtitle Workshop v.6.1.9 portable and how everything is visualized for me.
Now the menus look nice and I like their sizes.
Just one note - for your future version, or maybe you can release a correction to this especially for us here.
In the photo, I have shown with a red arrow and a vertical line how far you can reduce the size of the menus a little - it is a little, but it is needed, now the rectangles are quite wide. I tested all languages available in the program and no language needs this currently unnecessarily large width - you need to reduce this width. That's the only downside I find. Everything else is excellent and I congratulate you on your work.

I also tested this attached version. Realistically, I think you could reduce the width of the rectangular menus by another 2 millimeters. They still seem unnecessarily wide.

Hello. I looked at him. It is indeed reduced, but 1 millimeter more is needed. Or to put it more clearly - the distances to the right and to the left should be identical. I checked for the different languages and it can be reduced further as it is ... see the picture with the red arrows to see exactly what I mean.

has its menu width smaller
and
solves the flashing problem when you move the mouse left of the cursor in the input box. The behaviour of the input box has changed slightly due to that change however (when you click left of the text).
