New instructions are to be introduced to direct copying without matching templates:
<stx:copy-children/> <stx:copy-attributes/> <stx:copy-buffer name="qname"/> <stx:copy-document href="uri-ref"/>

Having group options this could be solved with an empty group <stx:group name="copy" pass-through="all" />
and <stx:process-... group="copy" />
Unfortunately this doesn't work with global templates.
