Made it easier to make this a stand-alone library

Changed to reflect the new way of working - the stlplus3 library projects are
now excluded and must be build separately from the tests

Removed arithmetic library

Tidy up and re-style banner

Separated from the std::string utilities - this is part of the basic types support

Moved and renamed from arithmetic - an extra general-purpose exception for
arithmetic operations
