Noted date of porting tests

Some basic tests for the ini_manager subsystem

Added some proper validation tests so that the return status is pass/fail

Fixed problems with compiling with Visual Studio 8

Regenerated Visual Studio Project files using the "make vcproject" command

Added ini_manager_test

Switched back to using smart_ptr to manage the substructure

Put whole file into namespace stlplus rather than individual elements

Put whole file in namespace stlplus rather than individual bits. Install CLI
error messages in message handler if not there already - so there's no need to
have stlplus_messages.txt. Some tidying up.
