Summary: Conversion to SVN has brought back in these obsolete files

better use of IFS to avoid SVN complaining about eol style

reworked release script to work with SVN and to be self-contained

incrementing version - this is now the 1.11 development thread

This commit was manufactured by cvs2svn to create tag 'makefiles-01-10'.

Made variables more likely to be unique by adding "WX_" prefix,
removed non-Unicode option because WX no longer supports it

Updated version after last release

made environment variable names more specific

Fix for problem on MinGW platforms where the CC macro maps onto the
non-existent cc compiler rather than gcc

extended use of PIC to BSD variants, make links use CC variable
