presence of SKIP2 lines cause parsing problems.
Not sure about the purpose of SKIP2 in a copybook, commenting out the SKIP2 lines allows the segments to be parsed

There are four relatively common "Compiler-Directing Statements" that must be filtered out: EJECT, SKIP1, SKIP2 and SKIP3.
