I found the problem.

As MediaWiki is currently configured, anyone can make an account. This
defeats the point of only allowing valid users to edit.

To plug this hole, open LocalSettings.php and add the line:

$wgWhitelistAccount = array ( 'user' => 0, 'sysop' => 1, 'developer' => 1 );

This will prevent normal users and not-logged-in people from creating
new accounts. If you want to make a new account, log in, then point your
browser to http://www.stepmania.com/wiki/Special:Userlogin.

That should do it.
