Summary: Recording in smallest increment moves existing arrows

Initial Comment:
Sometimes, the arrows will move to other positions
while editing on the smallest beat step possible.
Sometimes it works, sometimes it moves things around...
but I have to check all the existing arrows after such
an edit.

I do not even have to start adding arrows to get the
problem, all I have to do is Ctrl-R and sometimes,
everything is messed up.
