You can use a tif file as cover if you convert your picture.tif to picture.bmp, then use steghide to embed data in picture.bmp resulting in stego.bmp and then convert stego.bmp to stego.tif, e.g. using the Gimp. The receiver then has to convert stego.tif to stego.bmp and will be able to extract the message. However, it is necessary to use either no or lossless compression in the stego.tif. Otherwise the receivers stego.bmp will not be equal to the senders stego.bmp. An embedding by steghide will not survive lossy compression such as jpeg compression. Embedding in eps will probably not be possible because these are vector graphics. I don't know about psd.
