#97 Toolbar locations get messed up on each new explror window that is opened.

What steps will reproduce the problem?
1. Fix the position of the toolbars in an explorer window in the order you
like.
2. re-check the lock the toolbars option.
3. close the explorer window, reopen explorer window - all toolbar
locations are jumbled.

What is the expected output? What do you see instead?
Expect to see toolbars arranged in the order I made. Instead they are mixed up.

What version of the product are you using? On what operating system?
Version: 1.7.1.229 OS: winxp sp3
