#93 Toolbar layouts don't reload correctly

What steps will reproduce the problem?
1. Install StExBar
2. Add to Explorer window (View -> Toolbars -> StExBar)
3. Arrange toolbars to my liking
4. Close Explorer
5. Open a new Explorer window

What is the expected output? What do you see instead?
I expect to see the toolbars arranged as they were when I closed the
Explorer window.  Instead, the standard buttons and StExBar are on the same
level as the menus.

What version of the product are you using? On what operating system?
Using v1.7.1 on Windows XP SP3

Please provide any additional information below.
I've tried locking the toolbars and making sure I only have one Explorer
window open when I make the changes.  Neither of those had any effect.  I
attached a before and after image.  toolbars-correct.gif is how I set them
up.  toolbars.gif is what they look like when I open a new Explorer window.
