Add mouse location detection to Windows Explorer for scrolling.

One of the things I have always hated about Windows Explorer is that it
does not detect where the mouse is when you use the scroll wheel. If I
scroll with the mouse pointer over the folders section (on the left) it
should scroll the folders, same for the files section (on the right).
Instead it scrolls whichever was last touched. This is very
counter-intuitive. You have to click before scrolling and quite often you
do not want to click as you can lose your place on the opposite side.
It would be fantastic if you could offer a fix for this as an option on
StExBar or even as a separate project.

I do not see how to mark this as an enhancement. Please change it. Thanks.
