Expected: Explorer will memorize the toolbar locations and display them as
they were before.
Instead: Explorer seems to reset the locations of all toolbars including
address bar and menu. They all appear crammed together in one row.

What version of the product are you using? On what operating system?
Windows XP SP3

Please provide any additional information below.
Deleting the ITabBarLayout registry keys does not work. My first suspicion
was that they got corrupted.

When deactivating the stexbar the problem goes away and Explorer again
correctly memorizes the toolbar layout.

    what other toolbars do you have installed? Maybe one of them is interfering?
    Is the StExBar properly enabled in the internet options plugins tab (in IE, go to
    internet options to find that tab).

    small icons, although the filter edit box is a little too high). Not quite what I
    wanted, but at least it stays where I put it.

    Screenshot attached. I have each toolbar on it's own row, I have unlocked, change the
    order (with stexbar at bottom, as well as other places) locked the toolbar again and
    upon closing the window and reopening...everything is back to the way the screenshot
    shows.

    Unable to workaround issue to keep my explorer window the way I need it thus have to
    uninstall. Will check back later to re-download once this has been fixed.

    compile environment. Maybe 1.7.1 was compiled/linked against newer libraries. Maybe
