SkTimeStamp - W7Pro 64bit doesn't change date or time

Not sure what I'm doing wrong, Windows 7 Pro 64bit, added the tools program, realized wrong one, so uninstalled it and installed the time stamp utility. Time/Date tab shows in Explorer properties. But clicking on the Touch button doesn't nothing, should it respond in some way? Tried changing all the times manually, then the Apply button showed up so clicked that and it grayed out. Also tried clicking the Touch button again, but still nothing, no change in time.
What am I doing wrong?
The "Touch" button sets the time stamps to the current time for the file.
But some files have dates set in their metadata (e.g. image files) and the Windows explorer shows those dates - those won't change with the touch button, only the file dates.
