#218 Add /verbose and /quiet switches

Currently you get a diagnostic line printed for every line which needs to be fixed, at least for trailing whitespace. I'd like to see /verbose producing that behaviour, /quiet showing no diagnostics at all and the default just showing a summary of eol and whitespace changes for the whole file on a single line. The same switches should also work in checkonly mode, although obviously running /checkonly in /quiet mode makes no sense.
