#146 Cursor does not change from pointer to text cursor (I) for edit box on XP

What steps will reproduce the problem?
On Windows XP, the mouse pointer does not change to the text cursor (I) like it does on Windows 7.

What is the expected output? What do you see instead?
On Windows 7, it correctly changes to the I cursor in the edit box.

What version of the product are you using? On what operating system?
Windows XP Professional SP3 32-bit.
